财政支农视角下的农业基础设施管护模式创新——基于四川省的实证分析

Innovation of Agricultural Infrastructure Maintenance Mode Under Financial Perspective:Based on An Empirical Analysis of Sichuan Province

农业基础设施是农业生产和农业现代化的前提和基础,而有效的管护是保证农业基础设施正常运行、发挥使用效益的关键,在这个过程中财政资金发挥着至关重要的作用。针对目前农业基础设施管护严重滞后的现象,本文结合四川省财政部门在管护模式方面的一些探索和创新,从财政视角分析了目前农业基础设施管护出现的问题,并提出了一些针对性的对策和建议。

Agricultural infrastructures are the premise and foundation of agricultural production and modernization, and effective maintenance is the key to assure normal operation of agricultural infrastructures and uti- lize them effectively. In this process, financial fund is playing a critical role. In comideration of the serious lag in agricultural infiastmcture maintenance, this paper, summarized some exploration and innovation on maintenance mode in the financial departments of Sichuan Province, analyzed some problems existing in the agricultural infrastructure maintenance from financial perspective and proposed some pertinent strategies and suggestions.
