首尔市政府提出了三种计费方式：跟一般生活垃圾一样，由政府统一制作厨余垃圾袋，居民使用的垃圾袋越多则付费越多；在各小区设置智能厨余垃圾桶。居民在倒厨余垃圾前必须先刷卡，垃圾桶自动开启，垃圾倒入时自动测定重量并按重量计费；电子标签方式。即居民使用统一规定的容器排放厨余垃圾，排放时必须在容器上粘贴向政府购买的电子标签，政府在收取垃圾的同时回收电子标签。
