跨行政区域视角下的中原经济区政策协调机制研究

Study on Policy Coordination Mechanisms of Central Economic Zone from the Perspective of Cross-jurisdiction

跨行政区域的经济区在经济一体化进程中发挥着重要作用,但在经济区的实际运行中经常会与行政区的地方保护、市场分割等方面发生冲突,阻碍了区域经济的协调发展。通过对中原经济区现状和构建政策协调机制必要性的分析,提出了中原经济区建立政策协调机制的合作路径,包括完善协调政策的系统性和层次性、强化政策的科学性与可行性论证、建立实施与管理机制以及健全监督与考核体系,使经济区发展措施得到有效贯彻、区域合作得到强化。

Economic zones in cross-jurisdiction play an important role in the process of economic integration. However, conflicts often happen such as local protection of administrative districts and market segmentation in the actual operation of economic zones, which has impeded the coordinated and balanced program of development of regional economy. This article proposes to build cooperative route of policy coordination mechanisms in central economic zone through analysis of the present situation of central economic zone and the necessity of building policy coordination mechanisms. The cooperative route includes improving the coordinating policy system and hierarchy, strengthening the demonstration of scientific and feasibility, establishing the mechanism of implementation and management, improving the system of supervision and evaluation. It will make the developing measures of economic zone to be effectively implemented as well as regional cooperation strengthened.
