Research on Governmental Action in the Development of Strategic Emerging Industries: Reality and Solution

政府作为在战略性新兴产业发展中意义重大。我国战略性新兴产业在政府积极作为的推动下发展规划渐成体系,配套保障机制不断完善,总体发展态势良好。但是,政府作为也存在着诸多不足之处,包括整体技术水平较低、协同创新体系不健全、基础设施和制度供给不足、行业和区域发展不协调等,针对这些问题及产业发展现实提出政府作为的引导、激励、规范、服务等政策路径将有利于战略性新兴产业的持续健康发展。

The function of the government plays a significant role in the development of strategic emerging industries. The development and design of China＇ s strategic emerging industries have gradually systemized with supporting mechanism being perfected and the overall development situation favorable because of the active promotion by the government. However there still exist many shortcomings on the part of the governmental functions, including the overall low level of technology, imperfect collaborative innovation system, the insufficient supply of the infra- structures and deficient systems, and the inharmonious development of industry and region, and so on. In the light of these problems and the reality of industry development, this article insists that the governmental guidance, motivation, specifications, services and other policy approaches will be conducive to the sustainable and healthy devel- opment of strategic emerging industry.
