Strategy of Developing Environment Protection Industry in China

我国环保产业的投、融资 ,应运用财政政策为环保投资提供财政补贴 ,或为投、融资提供担保 ,开征环境保护税 ,提高排污费 ,建立环保专项基金 ,发行环保财政债券等 ;应加强银行信贷支持 ,建立银行环保专项贷款与国际间合作贷款机制 ;应通过资本市场发行股票、债券直接融资 ,并建立创业投资体系 ,设立环保产业投资基金 ,吸引外商投资 ,扩大对环保产业的投资。

To develop environment protection industry in China, available strategies of investment and financial support should be taken in public finance, for instance, to provide subside for investment;to impose taxes on pollution; to set up environment protection fund and to issue environment protection bonds, bills etc. And loans to support investors from various banks, and international banking loans, should be strengthened as well. Furthermore, shares and bonds should be issued in the stock market. Venture capital fund should be founded as soon possible to support environment protection industry. Foreign capitals are encouraged to invest in domestic environment protection.
