摘要
建设创新型国家、创新型城市需要创新型人才,需要构建完善的创新人才体系,而明确构建要素及要点则是首要问题。创新人才体系建设是一项复杂的系统工程,各要素之间相互联系与作用,需要创新主体通力协作,加强体制、机制创新及相应的政策保障,抓住选拔、培养、引进、激励、管理等多个环节,为创新人才构建良好的社会环境。
Building an innovative country and innovative city needs creative talents,needs to build perfect innovative personnel system,and it is the most important issue to explicitly construct elements and points.Innovative personnel system construction is a complex system engineering,whose elements are mutually related and acted,which needs innovative subjects to collaborate,strengthen the structure,innovate mechanism,and correspondingly protect policies,seize the selection,training,introduction,motivation,management,etc.,so as to build a good social environment.
