贵州民族地区新型农村社会养老保险制度研究

Study on the New Rural Social Pension System in Guizhou Ethnic Areas

经济发展水平较低、政府的财政能力和养老资源有限以及农村居民社会养老保险意识薄弱,使得贵州民族地区建设新型农村社会养老保险制度困难重重。但另一方面,贵州民族地区新型农村社会养老保险建设仍然有着一些独特优势,如自然资源比较丰富、独特的人口生育政策以及西部开发战略持续推进。当前贵州民族地区需要加快经济增长,构建多层次、多元的新型农村社会养老保险体,加强政府对农村社会养老保险的财政投入,并在中央政府的协调下,实现民族地区农民工社会养老保险制度的城乡衔接。

The low level of economic development,the limited financial capacity and resources of the government,plus the weak insurance awareness of rural residents make the construction of new rural social pension system in minority areas very difficult.But on the other hand,there are some unique advantages in Guizhou ethnic areas,such as plentiful natural resources,special population policy,as well as the helpful western development strategy.We should accelerate economic growth,build the multi-level new rural social pension insurance system,and strengthen the government＇s financial investment in rural Ethnic Areas.Furthermore,we should realize the convergence of urban and rural pension system for migrant workers in ethnic minority areas under the coordination of the central government.
