摘要
社会管理创新是依据社会自身运行规律及社会管理的相关理念和规范,运用新的社会管理知识、技术、方法和机制等,对传统管理模式进行改革,建立新的社会管理机制和制度,以实现社会管理新目标。文章从保障西藏社会的公平、正义、和谐;改革习惯法;维护祖国统一、民族团结等方面分析了西藏社会管理创新面临的重大问题,提出了西藏社会管理创新的目标和任务,论证了西藏社会管理创新法治保障的重要性。
Based on the functioning principles of a society itself and related concepts and norms of social management,social managerial innovation is implemented by applying the knowledge,technology,methods and mechanism of social management so as to reform the traditional mode of management and to establish a new management mechanism in order to achieve the new goals of social management.This article analyzes the major issues confronting Tibet's social managerial innovation,for instance,guaranteeing fairness,justice,and harmony of Tibet's society,reforming customary law,safeguarding national unity.The new goals and missions of Tibet's social managerial innovation are pointed out,and the the importance of legal guarantee in the innovation is demonstrated as well.
