农村能源利用与发展问题研究

农村能源消费结构目前正处于从传统能源消费结构向现代能源消费结构的变迁过程中,相比于城市用能而言,农村能源的消费水平仍然落后,可再生能源利用水平偏低,生态问题频现。究其原因,主要在于农业生产方式的变革、农民的经济收入水平、技术服务体系滞后以及农民的能源理念缺失4个方面,有必要从创新农村能源政策安排、发展现代生态农业、健全农村能源服务体系、加强农村能源宣传教育等方面采取得力举措,改善农村能源利用状况,优化农村能源消费结构,建设资源节约型和环境友好型的新农村,实现农村地区经济社会的可持续发展。

The energy consumption structure of rural China is in transition from traditional to modem form. In contrast to the energy use in urban areas, rural areas are still faced with inadequacy in consumption, low-level use of renewable energy and frequent ecological problems. This article tried to investigate this subject from four aspects including agricultural production mode reform, farmer＇s income level, technique service and energy con- cept. It finally came to the conclusion that effective measures should be taken to innovate energy policy, develop modem ecological agriculture, enhance rural energy service system, reinforce propaganda and education in ener- gy, etc. These steps are necessary in order to improve rural energy use, optimize the energy structure, construct new resource-conserving and environment-friendly countryside, and to realize sustainable growth of rural soci- ety.
