My understanding of the Report of the State Council on the Reform and the Development of SO Es

受国务院委托,国资委主任王勇于10月24日向十一届全国人大常委会作了《国务院关于国有企业改革与发展工作情况的报告》。报告以翔实的数字及事实展现了国有资产管理体制改革创新的历程。本刊特邀中国企业研究院首席研究员李锦对报告进行解读,以飨读者。

Entrusted by the State Council, Chairman Wang Yong ofthe State-owned Assets Supervision and Administration Commission of the State council (SASAC) made the Report of the State Council on the Reform and the Development of State-owned Enterprises to the first session of the 11th National People's Congress (NPC). The report analyzes the present existing system of mechanism, structure and historical problems in the reform of state-owned enterprises. Under the guidance of the theory of socialism with Chinese characteristics, the report summarizes the management system forming process of the Chinese characteristic socialism theory. Reading through the report, people may be impressed by three words 'history, present and future'. Socialism with Chinese characteristics includes three aspects, i.e., theory, system and road.
