农民工培训质量保障中政府行为偏差及其优化

Behavioral Deviation and Optimization of Government in the Quality Assurance of Migrant Workers Training

政府在农民工培训质量保障中起着不可替代的作用,但在实践中存在着统筹规划不到位、资金投入不足、监督管理不规范、评估考核不科学等行为偏差,这些不足降低了农民工培训质量保障中政府行为的有效性。作为农民工培训质量保障的关键主体,政府应从营造良好环境、增加资金投入、完善约束政策、创新工作机制等方面对其行为偏差进行优化,从而提高农民工培训质量保障水平。

Government plays an irreplaceable role in the quality assurance of migrant workers training, but there exist some behavioral deviation in practice, such as incompletely overall planning, insufficient capital investment, nonstandard supervision and management, and unscientific assessment and so on, which reduces the effectiveness of the governmental action in the quality assurance of migrant workers training. As a key conductor of the quality assurance of migrant workers training, government should create a favorable environment, increase capital invest- ment, improve the restrain policy and innovate working mechanism to optimize its behavioral deviation, so that it can enhance the level of the quality assurance of mira-Ant w,~l~,~,-~ ~.;~;~ ~
