区域职业教育合作模式与实现机制研究

Study on the Model and Implementation Mechanism of Regional Cooperation in Vocational Education

区域合作是实现区域经济协调发展的必然要求,并已成为世界性的发展趋势。区域职业教育合作作为区域合作的重要组成部分,对推进区域职业教育资源共享具有重要的价值和意义。区域职业教育合作受到政府、市场和人脉三重关系的影响,可以划分为基于服务、基于资源、基于发展和基于战略四种模式。要实现区域职业教育的合作发展,必须明确政府和市场对区域职业教育合作的作用机制,建立有效的政府间协调机制,并完善保障机制。

Regional cooperation is the inevitable requirement of realizing the coordinate development of regional economy and has become an inevitable trend in the world. As an important part of regional cooperation, regional cooperation in vocational education plays an important role in the promotion of vocational education resource sharing between regions. Influenced by government, market and human resource, regional cooperation in vocational education can be distinguished into four models： cooperation based on services, cooperation based on resources, cooperation based on development, and cooperation based on strategy. To realize cooperative development of vocational education, the mechanism of how government and market influencing the regional cooperation in vocational education must be full understand, effective coordinate system between governments must be established, and guarantee mechanism must be refined.
