摘要
本文以哈佛大学肯尼迪政府管理学院马克.穆尔教授的"三圈"理论作为分析框架,从价值、支持和能力三个方面,对北京市志愿者协会2007年推出的"北京志愿服务公益实践项目"几年来的运作情况进行了深入分析,指出了其在能力建设中存在的主要问题,并就提升志愿服务项目的运作能力提出了对策建议,以期为推动志愿服务事业的长效发展提供有益参考。
This paper made a deep analysis about the operation of "Beijing volunteer service commonweal and practice project" made by Beijing Volunteers Association these years from the aspects of value, support and capacity, under the frame of the Three Circle Model from Mark H. Moore, the professor of John F. Kennedy School of Government, Harvard. It found some prob- lems from capacity building, and proposed some strategies of how to promote the operation capacity of this project, aiming at being as a beneficial reference for long - term development of volunteer service .
