摘要
保障性住房建设的新构想试图实现建设资金的有效循环,形成"建设与经营相结合,以经营促建设;住房与周边相结合,以周边养住房"的整体思路,综合开发与利用保障性住房资源,拓宽融资渠道。新构想强调政府与市场的相互配合,在不同建设阶段,针对不同保障性住房类型,基于住房与周边物业不同层面,政府与市场扮演不同角色,选择配合适当的财政政策,为保障性住房各环节建设提供支持。
The new conception of indemnificatory housing construction attempts to make fund effective circulation, which forms an over all train of thought that one is combining construction with management and promoting the former by the latter, and the other is uniting housing with surrounding properties and raising the former by the latter. Comprehensive development and utiliza tion of indemnificatory housing resources is to broaden the financing channels. This new conception emphasizes the coopera tion between the government and the market. In view of different indemnificatory housing types, based on different dimen sions of indemnificatory housing and surrounding property, the government and the market play different roles in distinct pha ses of construction. And selecting appropriate financial policies to cooperate with provides supports of various links of indem nificatory housing' s construction.
