完善基层政府公共服务外包的思考:基于上海市的研究

目前,上海基层政府公共该服务外包的规模和数量都在不断扩大,政府购买服务的探索方兴未艾。在降低行政成本、提高服务效率的同时,服务外包实践也出现了诸如不规范、监管低、风险高等问题。在客观分析政府合同外包的类型及其特点的基础上,本文就优化体制、机制,营造有利环境,发挥合同外包的积极效应等方面提出相关对策和建议。

In recent years, the public service outsourcing has been developing rapidly in Shanghai~ whatever the number or the size. It is obvious that the practice of outsourcing may enhance the quality and efficiency of public service ~ while decreasing the cost and mistake, But on the other hand, we also have to realize that it will bring some new problems and risks, such as the lack of supervision, irregular, corruption, and so on. This paper will analyze the sort and characteristics of outsourcing of grass - root government in Shanghai, which some advice will be provided to enhance the level of practice of outsourcing based on.
