Empirical Research of Accountability Amplitude of Party and Government Leading Cadres in China

本文是关于我国行政问责幅度的实证研究,以2003年4月—2011年12月间所发生的,中国政府网、人民网、新华网权威性媒体公布明确问责结果的108例问责事件为整体样本,对该样本进行细致归纳整理,从宏观上把握我国行政问责的规律(对个案的分析将在其它文章论述)。文章先对政府内部各部门的问责情况进行分析,然后从各类部门问责频次、各部门职位问责数量、各行政区划下问责幅度等方面论证我国行政问责幅度的不一致性,并追本溯源,挖掘出影响问责幅度的因素,得出相关结论,反映我国行政问责的客观现状。

This article is about the empirical research of administrative accountability amplitude in China. With the whole sample of 108 cases of accountability events happened from April 2003 to December 2011, which got clear accountability outcomes released by Chinese government, People＇s net and Xinhuanet, we review the whole sample carefully and try to grasp the law of admin- istrative accountability from the macro -level（ The analysis of individual case will be discussed in other articles）. First, the article analyzes the accountability situation of government departments, and then, demonstrates the inconsistency of adminis- trative accountability amplitude in China, from the accountability frequency of all kinds of departments, the number of posi- tion accountability of all departments, and the number of administrative divisions under the accountability amplitude etc. Trace to its source, we find the factors influencing the accountability amplitude and draw some conclusions to reflect the ob- jective situation of China＇s administrative accountability.
