视频网站的生存强烈依赖于对正版影视作品的取得,这导致影视作品网络版权费用不断暴涨等产业乱象的出现,说明公共政策调控在社会利益分配上的疲软或者缺席。通过公共政策对影视作品版权与视频网站之间利益博弈的调控,既是必要的也是正当的。在众多的产业政策中,产业秩序政策对建立、维护良好的市场竞争秩序发挥着举足轻重的作用,具体有反垄断政策、价格标准政策、税收优惠政策和资金援助等支持手段。通过对公共政策的分析、适用和调控,希望为我国影视作品的互联网传播产业探索出一条健康发展之路。
