The parameters of the control performance standard （CPS） system is introduced, an in- depth research is conducted on objective factors, such as Shanghai power grid external power receiving plan, the impact load of large-scale steel enterprises and adjusting performance of generator units. The ultimate cause of the Shanghai CPS low evaluation index is pointed out, and on this basis, a number of recommendations are given to enhance the CPS index in future.
