警务社会化发展趋势研究

Study on the Development Tendency of Policing Socialization

警务社会化是警务工作的一个不可逆转的发展趋势,它是要打破政府对警务的垄断,将警务工作普及到社会中,利用市场和社会的力量共同维护公共安全。我国警务社会化已有诸多尝试,如开展社区警务、实行治安承包、发展保安服务业等,并取得了良好的效果,但现实中也存在不少问题。因此,要明确警务社会化这一发展趋势的根本原则,即党委领导、政府负责、社会协同、公众参与,只有四者紧密结合,才有可能真正实现警务社会化。

Policing socialization is an irreversible development tendency and will make good use of markets and public organizations to maintain public order by breaking the government monopoly of policing and popularizing police work into society. Many attempts have been made in our country to socialize policing, for example, the implementation of community policing, contracting to maintain public order and security industry development. A lot of achievements have been made in this field but there still exist many problems. As such, it is necessary to make sure the basic principles concerning policing socialization development, that is, Party committee leadership, government responsibility, social cooperation, citizen＇s participation. Only by combining these four factors can the policing socialization be genuinely realized.
