在界定新时期警民关系之前,要先重点考察"警察"和"民众"两个主体的时代内涵。人们认识警察,不仅仅是对警察组织和人员的认识,更重要的是对警察角色、身份和形象的认识。警民关系中的"民",不仅是现实生活中的民众,还包括网络上拥有虚拟身份的民众,以及由个体构成的社会。在此基础上,应分别从警民政治关系、警民社会关系、警民管理关系、警民服务关系、警民公共关系、警民监督关系、警民人际关系等角度进行分析梳理,由此概括新时期警民关系定义。

To define the police-citizen relationship in the new era, first of all, it is necessary to understand the connotation of the subjects： police and citizens. The public knowledge of police depends not only on the organization and its members but on the roles, identity and image. When it comes to the police-citizen relationship, the citizen refers to not only the public but also the fictitious netizens and the fictitious society consisting of those individuals. Based on this analysis, we should take into consideration police-citizen relationships concerning politics, society, administration, service, public relation, supervision, and personal communication respectively before redefining the police-citizen relationship in the new era.
