开放大学的学术权与行政权建设思考——基于治理权平衡视角

A Reflection of Academic Power and Administrative Power in Open University——A Perspective of Balance of Governance Right

平衡行政权力和学术权力应该成为治理下的当代大学的自主价值选择。通过历史透视,发现过去广播电视大学内部一直处于行政权盛于学术权的失衡状态,这将严重削弱今后转型为开放大学面向社会和求学者需求的适应性和灵活性,并影响到办学的开放和教学现代化建设进程。开放大学是真正的大学,学术权力应该与行政权力处于同等地位,但需要通过制度予以确认和形式化,可构建内部权责划分的制约机制和实施学院(部)参与型的治理制度的内部治理权制度。

Nowadays balancing administrative power and academic power should be an active value choice under university governance mode. The study finds that the administrative power has prevailed over the academic power within RTVU which will severely undermine its adaption and flexibility when RTVU turning into open university and have a negative influence on running-school and teaching. Open University is a genuine university; academic power is the equal of administrative power and it may be realized by constitution confirming or stipulation formalization. This study designs a blueprint for inner governance power in Open University： setting up restriction mechanism about internal division of rights and duties, and ＂college （or department）-participating-in＂ governance system.
