Hongxing Township, in Yixian County, in East China＇s Anhui Province, has an abundance of wood and bamboo resources; in fact, forests cover 86 percent of the area. Because of those resources, Hongxing won the title of the ＂well-off township＂ in 1996. Not long after that, however, the national policy on forestry was changed. The policy prohibited the harvesting of the resources, which stalled the local economy.
