摘要
文章阐述了农业科研能力建设的基本内涵、基本特征和重点内容,并以湖北省农业科学院科研能力建设为例,阐述了农业科研能力建设取得的成效,分析了农业科研能力建设存在的问题,提出了确保与公益性定位有关的政策落实到位、建立促进农业科研协调运行的机制、完善农业科研能力建设的财政政策等对策建议。
The basic connotation,characteristics and key contents of construction of agricultural scientific research ability were analyzed.Taking Hubei Academy of Agricultural Sciences as a case,achievements of the construction were discussed and existing problems were analyzed.Policy countermeasures were put forward,i.e.,ensuring public welfare related policy,constructing harmony operating mechanism of agricultural scientific research,perfecting financial policy of construction of agricultural scientific research ability.
