抓住西部大开发的机遇实现西部铁路的大发展

SEIZE OPPORTUNITY OF GREAT DEVELOPING WEST CHINA TO IMPLEMENT GREAT DEVELOPMENT OF RAILWAYS IN WEST CHINA

本文阐述了我国西部大开发的重大意义 ,加快西部铁路建设是形成我国现代化铁路网达到 12万 km以上的关键。应突出西部路网骨架的形成 ,树立长期开发的观念 ,实施管理体制、建设制度、运输技术 ,以及政府政策、东西部协作、筹资、融资等方面的创新。

The important meanings of the great developing West China are expounded in this paper.It is aimed at to speed up the construction of railways in the West China,which is the key for the implementation of the modernized railway networks up to 120 000 km in China.The formation of a framework on the railway networks in West China should be taken into special attention.A long term developing conception should be established in order to implement the innovations concerned with the management system,construction system,traffic technology,government policy,coordination of West China with East China,investment,joint ventrue,etc.
