内蒙古草原生态治理中的政府责任

The Government Responsibility in Inner Mongolia Grassland Ecological Management

政府作为草原生态治理的主体,对草原生态治理具有不可推卸的责任。政府能否有效履行其责任直接关系到草原生态治理的效果。针对目前内蒙古草原生态治理中存在的问题,从政府责任的视角对其进行成因分析,主要表现为政府责任界定不清晰,履行不到位,重视政府拥有的权力而忽视政府应承担的责任。因此,要加强草原生态治理,政府必须要树立责任理念,充分运用法律、政治、经济和行政等多种手段履行责任,实现从"管制型"向"责任型"政府的转变。

As the main body to manage the grassland ecological management,the government has the inescapable responsibility.Whether the government could effectively perform its duties is directly related to the grassland ecological effect.Focused on the current existing problems in Inner Mongolia ecological management,from the perspective of the analysis of the cause ofgovernment accountability,the main problems are mainly as the following：thrgovernment responsibility is not clear,definition of fulfillment is not in place,attention to the power of government-owned,and the neglect of the government＇s responsibility.Therefore,to strengthen the grassland ecological governance,government is essential to establish the concept of responsibility,make full use of the legal,political,economic,and administrative and other means to fulfill its responsibility to achieve the transition from＂control type＂ to ＂responsible type＂.
