A Framework of the Interpretation of the "Triple Helix" Model of National Theory Innovation:Taking the Inclusive Growth and Inclusive Development for Example

"三螺旋"是解释大学、产业和政府三者协同创新的一种理论框架。在中国的国家理论创新中,也存在着一个类似的"三螺旋"力量,即国家理论创新的"三螺旋"模式。通过"包容性增长"与"包容性发展"的个案考察,这一模式可以清晰地获得表达,即基于社会问题的"政治发动",它是国家理论创新的引擎;处于广度舆论动员地位的"媒体关注";处于深度理论思考地位的"学术研究"。这三者以螺旋状之关系共同构筑了中国国家理论创新的发生机制。

＂Triple helix＂ is a kind of theory model which explains the collaborative innovation of universities,industry and government.In the Chinese national theoretical innovation model,there is also a similar ＂triple helix＂ model of national theory innovation.This model can be clearly expressed through our case studies of inclusive growth and inclusive development based on the＂political activity＂ of the social problems;it is the engine of national theory innovation and also the ＂media focus＂ for public opinion mobilization and the ＂research focus＂ for theoretical thinking：the three in a helix relationship make up a Chinese national theory innovation mechanism.
