摘要
2011年国外发生了多起大面积停电事故,造成了严重的后果和较大的社会影响,对我国电网具有重要的警示和借鉴意义。文章对近期国外大停电事故情况进行介绍分析,查找停电事故的原因,分析暴露出的问题,从电网的外部环境、系统结构、设备装置和调度运行4个方面进行了经验教训的梳理和总结。最后,针对我国电网的实际情况,提出8条防范措施,指出电网大面积停电风险控制的6个研究方向。
The foreign large scale blackouts in 2011 cause serious consequence and great social effects,which has important warning and reference significance.In this paper,recent foreign large scale blackouts are introduced and analyzed firstly,and the cause of blackouts is investigated.Then,the existing issues are analyzed,and the experiences and lessons are concluded from 4 aspects of external environment,system structure,facility equipment and dispatching of power grid.At last,8 preventive measures are presented as to real situation of power grid in china,and 6 research directions of risk control for large scale blackouts of power grid are proposed.
