摘要 推进电力行业开展二氧化碳减排,是我国积极应对气候变化、践行低碳发展的重要策略。本研究将电力系统的电力生产与二氧化碳减排进行耦合,引入区间、随机和整数规划,构建不确定条件下的电力系统CO2减排动态规划模型;考查了电力需求和生产与二氧化碳产生和减排之间的互动关系;以系统成本最小为目标,探讨了不同减排技术的适用性和实用性;并对发电机组的扩容、碳减排技术设备扩建进行了动态规划。研究结果表明,该模型不仅能够反映和处理系统的不确定性、随机性等复杂特征,还可以满足电力系统用电增长的运行和管理需求,促进电力行业节能减排,实现经济和环境效益双赢。其研究结果能够为电力行业采用二氧化碳减排技术的可能性和实用性提供参考。 The promotion of CO2 emission reduction is an important resort for power industry to implement low-carbon development strategy,which can mitigate climate change in China.In this paper,a dynamic planning model for the CO2 emission reduction of power system under uncertainty condition is developed based on interval linear programming,stochastic programming and mixed integer linear programming techniques.Moreover,the interaction between the power demand and carbon dioxide emission reduction is investigated,and the applicability of different carbon emission reduction technologies with the minimum system cost is studied.In addition,the dynamic planning of power-generation capacity expansion and facility improvement of carbon emission reduction techniques is discussed.The results show that the proposed model not only can reflect such complex characteristics as uncertainty and randomness,but also can meet the requirement of operation and management of continuous development of power systems,which helps for the energy saving and carbon emission reduction,and gains both economic and environmental benefits.This study can provide reference for the feasibility and applicability of CO2 emission reduction techniques in power industry.
