新疆煤炭开发与煤化工发展应充分考虑生态和水资源条件

To develop coal and coal chemical industry in Xinjiang,Ecosystem and water resources conditions should be fully considered

作为国家"十二五"第十四大煤炭基地,新疆煤炭进入大规模开发阶段。新疆生态环境脆弱,水资源相对短缺。基于超前谋划、防患于未然的考虑,针对当前新疆煤炭资源开发和生态环境保护面临的紧迫问题和难点问题,从坚持"两个可持续"和建立"两型社会"目标出发,借鉴内地省区经验和做法,提出相关对策建议。

As the fourteenth large coal base in China＇s Twelfth Five-year Plan,Xinjiang enters large-scale coal development phase.Xinjiang has the problems of fragile ecological environment and shortage of water resources.In view of planning ahead and nipping sth.in the bud,aiming at the urgent and difficult problems of Xinjiang that the coal resources development and ecological environmental protection face at present,starting from the targets of adhering to the ＂two sustainable＂ and establishing the ＂two-type society＂,the paper draws on the experience and practice in mainland provinces,and puts forward some relevant countermeasures and suggestions.
