建议创立“关天历史文化基地建设研究院”

Recommendation on Establishment of Guan-Tian Historical and Cultural Institute

为使"关天历史文化基地"建设成功,避免失误,建议创立"关天历史文化基地建设研究院"。其主要职责是向关天区各级政府提供建设"彰显华夏文明的历史文化基地"的专业性建议。其研究重点除在国家文化战略背景上谋划关天区文化建设战略,科学制定关天区文化发展规划,以及策划建议重大建设项目外,还可受政府委托,对关天区各地建设"彰显华夏文明的历史文化基地"的具体项目进行严格筛选评估,提供改进性建议。研究院的人员应由陕甘两省多学科专业的专家和若干领导干部、相关大型国企研究机构人员组成,借以在较大的学术视野中,自觉而科学地配合中央在"以人为本"国策下复兴中华文化的努力,形成较好的决策咨询意见。

It is recommended that a historical and cultural institute be established to successfully construct Guan-Tian historical and cultural base and avoid mistakes.Its main functions are to provide suggestions and set cultural strategy and scientific development plan of the construction projects commissioned by the Government.The staff of institute should include multidisciplinary professional experts in Shaanxi and Gansu provinces,a number of leading cadres and people in large-scale state-owned research institutes,so that,the national policy of ＂people-oriented＂,good strategic policy and suggestions can be made.
