计生技术人员培训效果评析——定量评估方法应用初探

On The Training Effect of FP Technicians:By Applying the Quantitative Evaluation Method

采用结构方程模型对近年计划生育系统开展的技术人员培训效果进行评估,发现:工作技能变化受到个人背景、技术背景和科技大练兵项目的影响;个人背景、技术背景、工作环境和科技大练兵项目都对工作态度有显著的影响;考核成绩受到技术背景、工作环境和科技大练兵项目的影响,其中技术背景的作用强度最大;工作态度是培训效果的关键性影响因素,它对工作技能和考核成绩都具有正向影响。这表明,运用结构方程模型作为分析工具,可在控制测量误差的同时考查培训各方面的效果;不同背景的技术服务人员通过培训会有不同的收获,这为今后制定相关培训计划提供了线索。

Using the method of Structural Equation Modeling（SEM）,this paper evaluates the trainings of family-planning technicians in recent years.The findings are：Technical ability is effected by individual background,technical background and training projects,which,plus working environment,also have significant impact on working attitude;Test scores vary with technical background,working environment and training projects,among which the technical background has the strongest impact;Working attitude is a crucial factor and has positive effect on the ability and scores.the research indicates that using SEM as analytic tool,the results of multi aspects of the training are detected while the measuring errors are controlled;technicians with different background may have different achievements from the training,which perhaps could provide useful clues on planning training schedule.
