湖南省县域民生养老研究

On County-Based Old-Age Security in Hunan Province

采取问卷调查和非结构式访谈方法,对当前湖南县域养老问题进行研究,认为湖南县域存在家庭养老比重大、居民养老保险购买率不高、养老保障水平偏低、社区养老服务不足等问题。据此,提出加快城乡社会保障制度一体化建设、完善老年救助制度、加大养老资金投入等建议,以推动湖南县域养老的发展。

With the method of questionnaires and non-structured interviews,current state of county-based old-age security in Hunan province is studied,finding the problems：large ratio of family care,low rate of purchasing the endowment insurance,low level of the old-age security,and insufficient community care service.Accordingly,the paper gives the proposals：speeding up the urban and rural integration,improving old-age relief system,increasing endowment funding and so on.
