摘要
通过对山岳型风景区开发项目环评分析,探讨了此类项目环评在运用新导则时存在的问题。针对生态影响环评的特点,评价重点为"与国家重要法律、法规及重要自然保护区相关性分析"。采用生态系统变迁方法和指数法分析环境质量指标变化情况,采用景观生态学方法对景观功能状况的优劣进行评价,是山岳型风景区开发项目评价的适用方法。以养子沟风景区开发为例探讨了如何应用景观生态学法评价项目建设对生态环境的影响,并提出了一些问题,以期该方法在以后的应用中能够更加完善。
Through the environment evaluation analysis on mountain style scenic area development,the problems evaluating the development and construction of mountain scenic spots were discussed in process of applying＂new guide rule.The key points should put emphasis upon ＂the comparison and correlative analysis of relevant law and Nature Reserves＂.The suitable method of Non-pollution EIA of mountain style scenic spot includes ecosystem change approach,analysis of environmental quality by EI and landscape ecological method.By taking the Yangzigou scenic spot for an example,how to use the method to assess the impact of the construction projects on the ecological environment was discussed.In order to make the method better applicable,some problems which must be studied in the future time were put forward,and will be benefit to scientific programming and management mountain style scenic spot.
