摘要
警察是北洋政府时期北平娼妓管理制度最重要的制定者和管理措施最直接的实施者,其对娼妓业进行了多方面的规范,对娼妓的传染病进行了控制,还负责针对娼妓的救助机构——济良所的管理。这些管理措施使警察和娼妓处于管理与被管理的对立状态,但减少了娼妓业所带来的负面影响,有利于社会秩序的维护,并在一定程度上保护和救助了处于社会底层的娼妓,保障其基本生存权。
The Police Board was the most important authority in the control and management of prostitution during the reign of Beiyang Government （1912-1928）. It regulated the industry, controlled the spread of diseases and was responsible for the management of an aid organization called Jiliangsuo. These measures naturally caused friction between the police and those involved in the prostitution industry, but successfully reduced the negative effects of the industry, benefited public order and protected the prostitutes themselves.
