中国学前教育财政投入体制改革方案

The Solution to Reforming China’s Preschool Education Funding System

《国家中长期教育改革和发展规划纲要(2010—2020年)》为学前教育的发展制定了具体的长远目标,但对于实现目标的关键环节——学前教育财政投入机制却着墨不多。在深入分析学前教育财政投入保障机制的困境及其形成原因的基础上,提出改革学前教育财政投入机制的初步构想。本研究报告从四个方面展开论述:(1)我国幼教财政投入体制改革的方向;(2)我国幼教财政投入体制改革的目标;(3)我国幼教财政投入体制改革的策略;(4)我国学前教育财政投入体制改革方案。

The Outline of China＇s National Plan for Medium and Long-term Education Reform and Development （2010-2020） has clearly defined the objective of universalizing preschool education by the year 2020. However, ways to achieve it and reform the funding system have not yet been explored. This study will address these untouched questions and propose a systematic solution to the reform, based on an in-depth understanding of current dilemmas and problems with the financing system. The proposal is presented as follows： （1） future directions for the reform; （2） the ultimate goal of the reform; （3） strategies for the reform; and （4） workable solutions and why we should use them.
