摘要
深化医改要以健全医保体系为基础,推进公立医院改革要以完善医保支付制度为重要推手。深化医改与推进医保能否协调同步,关键在于能否处理好医疗服务的公益性与基本医保的基础性关系。
Deepening medical reform should improve the health care system, and promoting the reform of public hospitals should develop the medicare payment system. The point of the coordination between deepening medical reform and promoting health insurance is dealing with the relationship between public welfare of health care and fundamentality of health insurance.
