建立促进页岩气发展的监管体制——放松价格监管和加强环境监管

Establish Regulatory System to Promote Shale Gas Development

本文针对中国常规和非常规天然气发展状况指出,中国没有建立全国统一的监管机构,阻碍了中国常规和非常规天然气的发展,在页岩气发展进程中尤显重要。本人提出建立促进页岩气发展的监管机构框架、职能、任务、队伍和经费来源。鉴于中国目前的监管问题,放松价格监管和加强环境监管是页岩气(常规和非常规天然气)发展的二大核心问题,即保证了页岩气的经济上的赢利,又保护环境和公众身体健康。

This paper explains that China has not yet established a unified national regulatory body to govern conventional and unconventional natural gas, hindering its development. It is particularly true for shale gas. The author proposes the establishment of a regulatory body and framework including human talent, clear functions, and sustainable funding, in order to promote the development of shale gas. Given the current state of regulation, two core issues in the development of shale gas （and conventional and other unconventional natural gas） are to deregulate price controls and strengthen environmental regulation, which will ensure the profitability of shale gas and protect the environment and public health.
