干旱半干旱地区发展林业的思路与对策

Countermeasures and consideration for forestry development in arid and semi-arid areas

立足于２１世纪可持续林业发展的趋势，在掌握大量第一手资料的基础上，客观地分析评价了甘肃干旱半干旱地区林业的历史性贡献和发展障碍，并就我省旱作林业的现代化和可持续发展以及完善和更新现行旱作林业体系等问题．从观念、政策和技术等角度作了系统探讨。

Based on the development trend of sustainable forestry in the 21st century, this paper evaluates objectively the historical contribution of traditional dry-forest system and obstacles faced in Gansu with large amount of first-hand materials. Furthermore, the modernization and sustainability of forestry as well as the improvement and reneual of present dry-farming system in Gansu are systemaically discussed from the aspects of concept, policy and technology, etc.
