S handong is a large province in terms of cultural resources, which makes itenjoy some unique advantages andfavorable conditions for the great-leap- forward development in culture. In 2003, Shandong was chosen as one of the first batch of provinces in China to be involved in the trials of cultural mechanism reform. In June 2007, the Ninth CPC Congress ot Shandong Province put forward the goal of turning Shandong from a large province of cultural resources into a powerhouse ot culture. As a result, Shandong was one of the provinces in China that put forward the goal of invigorating the province by culture.
