关于中国在南亚区域选取印度洋出海口的战略推进构想

The Strategic Concept of China's Selecting the Access to the Indian Ocean in South Asia Area

鉴于美国战略重心已经转向亚太地区,蓄谋在太平洋上部署重兵展开战略封堵,致使中国海上通道安全面临的严峻挑战。应对这一严峻挑战,中国必须另辟蹊径,大力开拓印度洋出海大通道,构建"两洋出海"的战略互动格局,打破马六甲海峡困局,进一步增加中国海上通道的安全系数。为此,应当扫描在南亚区域选取印度洋出海口的态势而确定进取方向,选定位于巴基斯坦的瓜达尔港口和孟加拉国的吉大港作为开拓对象,并且与缅甸的仰光港和若开港一起来考察与规划,采取先易后难的策略循序渐进,下功夫促成印度洋出海大通道的整体阵容,以保障中国走向世界,实现和平崛起。

In the view of turning the strategic focus to the Asia-Pacific region,the UnitedStates has sealed China by means of sending troops to the Pacific region,which will endanger the safety of China sea passage.In order to cope with the severe challenge,China has to strive to open Indian Ocean sea channels in the Asian region to form a strategic pattern of going to the world from two oceans,which can break the Malacca dilemma and further increase the safety of China＇s sea passage.After comprehensively investigating the situation,China should choose Gwadar Port in Pakistan and ChittagongPort in Bangladesh as the pioneering objects,which should be planned with the Burma Port and Yangon Port.China should view the strategy in its entirety,and the first priority is to take measures step by step to ensure that the sea passage is safe so that China can realize the dream of peaceful rise.
