With the intencification of global wanning and the worldwide energy crisis, the common choice to cope with it seems to be development of new energy industry. When Chinese new energy industry is growing flourished, doubts from the developed countries like Eropean and American countries have aroused, which trap the new energy industry into various dilemmas. The theoretic basis and implementing measures can be provided for the energy security, environment protection and sustainable development of Sichuan Province by proposing the strategic objectives of new energy industry and devicing and formulating the strategic measures of overcoming the new energy industry dilemmas.
