摘要
在地方政府承担的城市基础设施建设负担越来越重的情况下,为了解决资金供求矛盾,很多地方加大投融资力度,设立了众多投融资平台。随着投融资规模的增加,地方政府融资的风险和问题也随之产生。本文论述了"城投乱象"和"土地财政"这两个地方政府融资困境中的畸形产物,提出了破解地方政府的融资困境的对策措施。
The paper discusses ＂utter confusion of urban investment＂ as well as ＂land finance＂ and puts forward the countermeasures to solve the difficulties.
