人力资源开发管理的原理与要领——高薪不能养廉的基理研究

摘要 高薪违反按劳分配原则,除"赠予高薪"有其合理性外,其他形式的高薪都应通过责权利一致的算法加以限制。因为人的能力有限欲望无穷,有限能力创造出的资源有限,不能满足无限的欲望,即高薪源于无穷欲望背离有限能力,以致实行高薪既不能养廉、克服腐败,也不能作为引导人力资源释放的好办法。人性因能力有限欲望无穷呈现或善或恶两面性:人性收敛则为善,人性发散则为恶。基于无限与有限矛盾的发散收敛、善恶是对立统一的。其一,发散是社会发展的动力,收敛是社会稳定的内因,只有发散与收敛有机结合,才能安全生存进而在稳定中求发展谋自由。其二,只有建立适应人性规律的人才培养和开发管理制度,人性之恶便可转换成人性之善,为倍增式释放人性(人力资源)效用建设和谐社会,应遵循生存公有规律发挥善性,遵循发展私有规律转恶为善。 The limited ability contrast endless desire(LACED)of human,limited ability to create only limited resources,not to satisfy unlimited desires,as a result of high wages not support anti-corruption.Person's moral qualities and responsibility,authority consistent with the interests are a system to eradicate corruption,also are the premise.The rule of law and supervision is an important auxiliary means.Because of LACED,human nature presents two sides of good or evil,convergence of human nature is good,divergence of human nature is evil.Based on the infinite and limited the divergent convergence,good and evil contradiction is the unity of opposites.First,is the power for the development of the society spread,convergence is social stability of the internal cause,only organic combination and convergence divergence,just have a safety survival,to the stability and development for free.Second,only to establish the human nature law personnel training and development and management system,the human nature and the evil convertible into the good in the human.We should follow the public law to survive(PLS)to play goodness,follow the private law to develope(PLD) to amend vicious,to release of human resources to build a harmonious human society.
