在长江河道采砂管理立法、规划、许可、监管四个环节中,采砂法规能否得到有效实施,采砂规划能否得以切实执行,采砂许可能否起到应有的规范作用,关键要看现场监管的力度和成效。本文通过总结十年来长江河道采砂现场监管的履职成效,分析工作中存在的问题,提出相关建议。

In the processes of legislation,planning,permitting and supervision for sand excavation in the Yangtze River course,it is vital of strengthening on-site supervision in order to ensure effective implementation of laws and regulations,implementation of plans and maximize the role of permitting system.The achievements of sand excavation supervision in Yangtze River course over the last ten years are summarized and relevant issues and suggestions are proposed.
