水利水电工程移民优惠政策问题探讨

Preferential policies for resettlements of water conservancy and hydropower project

水利水电工程移民补偿除列入工程建设投资的实物补偿外,还有国家及地方政府给予的优惠政策。目前,虽然国家和各级地方政府制定了诸多移民优惠条款,但优惠政策在实施中仍面临范围太窄、与实际脱节等问题,建议在实施优惠政策时应考虑移民生活安置和生产发展全过程等多方面因素,通过调整产业结构、提高劳动力素质等办法因地制宜地实施优惠。

Despite of physical compensation listed as cost of water conservancy and hydropower project construction,there are preferential policies issued by the governments at national and local levels.Although a number of preferential policies are now implementing,it is found that the policies are impractical and the scope that covered by these policies is too narrow.It is suggested to consider all factors related to arrangement of relocated people and production and development during the implementation of preferential policies.Approaches of adjusting industrial pattern and enhancing quality of labor force should be adopted in line with local conditions.
