摘要 从博弈论角度出发,采用利益博弈模型,分析国内高校职员制政策在实施过程中"双肩挑"人员与专职管理人员利益冲突、新老教师学术权力利益冲突、专职教师与专职管理人员利益冲突、专职管理人员职称和职级冲突的现状,认为可通过建立合理的聘任机制,制定有效的激励机制,拓展职员的晋升渠道,完善人员流转退出机制等对策,从利益整合角度解决政策实施过程中出现的问题。 Viewing from the perspective of game theory and using interest games models, the paper analyzes all as- pects of the relationship among the interest games in the implementation process of the educational staff system policy, including the interest conflicts of management staff and those who assume administrative as well as professional re- sponsibilities, interest conflicts of new and old faculty academic power, full-time teachers and full-time management staff interest conflicts, and conflicts deriving from full-time management. Based on the analysis of the causes and im- pact of all the conflicts, the paper proposes countermeasures in the aspect of interest integration, which includes ef- fective appointment and incentive mechanism, extended promotion channels and personnel transfer mechanism.
