An Analysis of the Impact of Packaging of Tobacco Products under Article 11 of Framework Convention on Tobacco Control and the Countermeasures

《烟草控制框架公约》是在世界卫生组织主持下通过的第一份国际条约,第11条对烟草制品包装和标签作出详尽而严格的规定。为了履行公约义务,我国对现有相关立法进行调整和完善,通过制定《境内卷烟包装标识的规定》等国内法,总体达到《公约》的要求。我国烟草行业要将"做精做强"作为应对《公约》的最根本的措施,积极应对挑战,在挑战中求发展。

Framework Convention on Tobacco Control is the first international treaty organized by International Health Organization.Article 11 stipulates the specific and strict requirements in respect of packaging and labelling of tobacco products.In order to perform the obligations under FCTC,China has modified the relevant national laws,formulated new laws including Regulations on Packaging and Labelling of Tobacco Products within the Territory of the People＇s Republic of China,and satisfied the requirements of FCTC.Chinese tobacco industry shall take ＂be expert,be strong＂ as fundamental countermeasures to FCTC,actively meet the challenges,and make steady progress.
