The view on comprehensive reform pilot of county-level public hospitals was officially issued by the General Office of the State Council in June 2012, marking the onset of the comprehensive reform of public hospitals at the county level. As the breach of public hospital reform, the county-level public hospitals play the significant role in improving county medical service system and balancing urban and rural development. This article explores the development of county-level public hospitals from the point view of the government investment and the hospital self construction.
