可持续发展视野下少数民族地区旅游景区景点开发的方法与路径研究——以黔东南苗族侗族自治州为例

On the Methods of Tourist Attraction Development in Minority Areas in the Context of Sustainable Development:A Case Study of Qiandongnan Miao and Dong Autonomous Prefecture

国务院关于进一步促进贵州经济社会又好又快发展的若干意见(国发<2012>2号)文件中明确了黔东南州"文化旅游发展创新区"和"世界原生态民族文化旅游目的地"的战略定位,指明了黔东南旅游发展的目标和建设标准。黔东南作为国家长江和珠江"两江"流域上游的生态保护屏障,其旅游景区的深度开发(即解决旅游产品生命周期律问题)所面临的机遇与挑战既要转型又要跨越。在面对"时空压缩"为主要特点的高速高铁时代,对黔东南旅游发展作出了与低碳经济诉求相一致的理论与实用新思考,从文化、生态、旅游三方面协调发展提出了"三位一体"的旅游可持续发展新构想,有利于西部生态文明的发展。

The strategy of developing Qiandongnan as a Cultural Tourism Development Innovation Zone and Original Ecological Minority Culture Tourism Destination has been clearly specified in the document Views on Further Promoting Sound and Rapid Economic and Social Development of Guizhou issued by the State Council of China in early 2012.The targets and standards of tourism development of Qiandongnan have been planned in the document.As the ecological protection barrier to the upstream of both the Yangtze River and the Pearl River basins,the in-depth tourism development of tourist attractions in Qiandongnan（ie.to solve the issues of the periodic life of tourist products） is meeting both opportunities and challenges for transformation and progress.In the face of fast transportation,tourism in Qiandongnan should be rethought from the perspective consistent with the practical demands of low-carbon economy theory.The study proposes new ideas on the sustainable tourism development in the area from the factors in terms of culture,ecology and tourism,which is conducive to the development of ecological civilization in West China.
