南通市中小河流治理实践与思考

Practice and consideration of harnessing of small and medium-sized rivers in Nantong City

自2009年国家组织实施中小河流治理以来,南通市针对区域内中小河流普遍存在的河道淤积严重、防洪排涝能力不足、水环境恶化等问题进行了治理。通过项目的实施,提高了河道引、排、蓄能力,美化了人居环境,取得了良好的社会和经济效益。介绍了上述治理工程中建设管理的主要做法,总结了成功经验,针对实施过程中的薄弱环节,提出了相关建议。

Since the small and medium-sized rivers harnessing organized by the national government in 2009,the Nantong City carried out harnessing projects to solve the problems existing in small and medium-sized rivers,including serious deposition of river channel,insufficient flood control and drainage capacity and deterioration of water environment.After implementation of the projects,the water diversion,discharge and storage capacities of the river channels are improved,beautifying human living environment and achieving good social and economic benefit.We introduce the main measures adopted in the harnessing process,and summarize the successful experiences,also put forward correlative suggestions in view of the weak links in the implementation process.
